Job Description

PeacePlus Programme Development ManagerReference: AUG20229337Location: RSPB Northern IrelandSalary: £42,768 - £47,446 Pro RataBenefits: Pension, Life Assurance, 26 days Annual LeaveDuration: Fixed Term for 2 yearsHours: Part Time for 18.75 hours per week (0.5 FTE)Introduction RSPB NI is seeking an experienced programme development manager to lead the development and submission of our PeacePlus funding bids. We need your drive, focus, expertise and energy to develop and initiate these complex, large-scale multi-partner projectsthat will help save nature.You will work across RSPB and with external partners to scope and design projects and programmes that will enable us to deliver our strategic objectives. As a line manager, you will lead and motivate the team to achieve success, working within the RSPB projectmanagement and risk frameworks.The successful candidate will have great people skills, able to inspire, enthuse, motivate and influence staff, volunteers and funders, plus external stakeholders at a senior level.You will be a great communicator, able to lead on project assurance as well as procure and manage external contractors. Whats the role about You will be responsible for:

  • Developing and managing complex funding bids within the RSPB project management framework to ensure that high quality PeacePlus applications are made on time
  • Line management and leadership of the project team
  • Working with RSPB colleagues in Northern Ireland and the UK to ensure they are fully engaged throughout the process
  • Developing and managing relationships with external partners
  • Developing and managing relationships with key stakeholders including project funders and statutory agencies
  • Managing risk in relation to the funding bids, escalating risk as appropriate to the Northern Ireland leadership team
  • Monitoring spend against targets and managing day-to-day procurement.
Essential skills, knowledge and experience:
  • Educated to degree level in relevant subject or have relevant professional experience
  • Experience of working to a standard project and/or management approach (e.g RSPB Project Management Framework, Prince II)
  • Good knowledge of wildlife, habitats and their management to enable sound judgements about appropriate priorities and interventions and to be credible to external audiences
  • Good knowledge of major funding streams for economic regeneration and major conservation programmes.
  • Demonstrable leadership ability, able to both manage a team and lead without line management authority; confidence to make decisions without needing to refer upwards
  • Highly organised with the ability to manage complex projects and programmes, involving medium to high levels of operational, financial, reputational and legal risk
  • Ability to provide advice and interpretation of policy and procedures associated with project and programme management.
  • Sound experience of at least one of large-scale habitat creation/restoration, developing new infrastructure such as visitor centres, mass public participation and/or engagement projects
  • Experience of developing strategic partnerships and working with external partners - agencies, business, NGOs and contractors
  • Creativity, innovation, problem solving, time management, budget management and organisational skills
Desirable skills, knowledge and experience:
  • Experience of working with major funding programmes such as, LIFE, ERDF/Interreg, HLF
  • Project Management Qualification
