Job Description

Barnsley Council are seeking an experienced Registrar of Births and Deaths to join the team based in Barnsley. You will be working on a full time, permanentbasisand in return, you will receive a competitive salary of £34,723 - £37,261per annum.The Registrar of Births and Deathsrole:As our Registrar of Births and Deathsyou will beresponsible for the registration of all births, stillbirths and deaths occurring in Barnsley and will deputise for the Superintendent Registrar.Were looking for someone with Registration Service experience, with a sound knowledge of Registration law and regulations, who has to ability to organise workloads and is able to work accurately under pressure. You will have experience in managing individuals,setting and monitoring performance objectives and leading formal processes. You will have the ability to establish and maintain partnership working with internal and external stakeholders and communicate clearly and concisely. Effective use of technologyand competency in all Microsoft applications is essential.Responsibilities as our Registrar of Births and Deaths will involve:

  • Being responsible for the governance of births, stillbirths and deaths within statutory time limits, investigating and taking appropriate action in cases of default and ensuring clarity of statutory duties, goals and objectives are performed in accordancewith legislation, regulations and instructions issued by the Registrar General and formally deputise for the Superintendent Registrar
  • Ensuringnon-discriminatory behaviour and legal compliance
  • Being responsible for the effective management and monitoring of the fees paid into Registration Services, reconciliation of customer payments and closely monitoring for fraud
  • Keeping abreast of legislative changes with births, stillbirths and deaths; proactively disseminating relevant information to team members, colleagues, advising senior officers and customers
  • Horizon scan other Registration Service developments to enhance service improvement accordingly to satisfy internal and external customer demands
  • Being responsible for the Department for Works and Pensions Tell Us Once service ensuring the timely and efficient onward transmission of notifications of death to approved Council and partner services
  • Maintaining current registers of births, stillbirths and deaths to compile and maintain annual indexes for all registrations made within Barnsley, ensuring searches in indexes and copy certificates are issued from deposited registers
Skills and experience were looking for in our Registrar of Births and Deaths:
  • Level 4 qualification OR Equivalent Experience
  • Evidence of establishing policies for compliance with all statutory obligations in relation to Registration Services (including legislation, regulatory and agreed standards), contact for relevant regulatory authorities and maintaining relationships withthose external partners
  • Comprehensive knowledge of local and national strategy, legislative, statutory, internal or external regulations and policies in relation to birth, stillbirths and death registration services
  • The ability to interpret, undertake and follow the legal, accurate and legible recording of registration of births, stillbirths and deaths in accordance with legislation and guidelines
