Job Description

Barnsley Council are seeking an experienced Family Hubs Review Managerto join the team based in Barnsley. You will be working on a full-time, fixed term contract until 31/03/2025. In return, you will receive a competitive salary of£44,624 - £47,665 per annum.The Family Hubs Review Managerrole:We on an exciting journey as we continue to innovate and develop ways of working to ensure that children young people and families have access to the right support, in the right place at the right time.We are seeking a highly committed and motivated individual to work with services and partners to identify and implement innovative, cost effective and customer-focused integrated service approaches and development of pathways in relation to our implementationof the family hubs framework.You will lead on the delivery of significant change, working with key stakeholders, facilitating participation and direct the work of project teams to lead the analysis of existing services and development of pathways and ways of working in order to developour family hubs service offers identifying improvements, demonstrating the impact of change and driving transformation.Responsibilities as our Family Hubs Review Manager will involve:

  • Lead on the delivery of significant change, cross cutting service improvement and change management programmes across the Business Unit
  • Lead on the development and delivery of a cohesive Strategy in line with statutory requirements ensuring robust governance, assurance and accountability arrangements are in place.
  • Effectively manage change to bridge the gap between change projects and programmes and ongoing service delivery to ensure change is owned across the Business Unit/inter-dependent services and embedded within the organisation
  • Support Senior Managers to build organisational capacity and capability to maximise the efficient use of resources, successfully manage demand and achieve the best possible outcomes for individuals, families and communities
  • Work with key stakeholders, facilitating participation and direct the work of project teams to lead the review and analysis of existing services, pathways and ways of working in order to develop to-be service offers identifying improvements, demonstratingthe impact of change and driving transformation
  • Support service managers to carry out robust options appraisals and to develop compelling project proposals and business cases
  • Provide professional advice, guidance and information to a range of stakeholders on various matters
  • Undertake research, deliver complex reports and presentations and identify any potential service improvement and innovation opportunities, ensuring continuous improvement
Skills and experience were looking for in our Family Hubs Review Manager:
  • Level 6 relevant qualification
  • Willingness to undertake the Councils internal leadership programme
  • Minimum Level 3 Management and/or Leadership Qualification
  • Significant experience of programme and project management inclusive of demonstrable practical experience of strategic planning and implementation
  • Experience of developing and maintaining good working relationships with a wide range of customers/ stakeholders, developing a positive personal and organisational profile and building effective partnerships
  • Experience of authoring policies, procedures and guidance in line with local standards and national best practice
  • Experience of analysing performance data to inform service improvement & re-design
